ASSIGNMENT DESCRIPTION: Facilities Engineers provide professional engineering services in support of the design, acquisition, construction, operation, and lifecycle maintenance of facilities. They manage and coordinate major facility improvements, renovations, and the construction of new facilities. They also participate in all facets of facilities lifecycle management. They advise leadership on all aspects of facility management and the mitigation of adverse environmental impact.

ADDITIONAL INFORMATION: Facilities Engineers (Civil) provide engineering services in support of the design, acquisition, construction, operation, and lifecycle maintenance of Defense and Intelligence facilities. They contribute to major facility improvements, renovations, and the construction of new facilities. They also participate in all facets of lifecycle management and advise leadership on all aspects of facility management and the mitigation of adverse environmental impact.
* Possess engineering skills and knowledge of facilities maintenance operations, facilities management, and construction. The incumbent will serve as a technical point of contact for repair, renovation, and construction projects that are typically designed by others including Architect-Engineering firms under contract with NGA or NGA's Base Operations Services Contractor (BOSC); serve as project manager and Contracting Officer's Technical Representative for repair, renovation and general construction projects; and, will be tasked to inspect site/civil, architectural, mechanical and/or electrical systems at the NGA Campus East site in Springfield, VA.
* Be expected to know and understand site/civil, mechanical and electrical systems, and serve as resources to the operations and maintenance personnel; provide engineering-related quality assurance of NGA's BOSC; and is familiar with the latest trends and technologies to advise management on facility-related improvements that could benefit NGA.
* Contribute to facilities, design and construction management activities, as well as oversee and support facilities operations and maintenance, and NGA's Facilities Sustainment, Restoration and Modernization program.
* Independently plan and accomplish work assignments and exercise judgment in resolving normal problems work with personnel within and outside the organization or specialty area. Typical functions may include research, analysis involving technical and specialty skills, development of technical solutions, delivery of effective presentations and briefings to small and large audiences, nontechnical and technical writing, planning and scheduling, and records management.
* DAWIA - Facility Engineer Level 1 required within two years.

Mandatory Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Working knowledge in civil engineering, architectural engineering, and construction management and the knowledge of their interrelationships of with electrical engineering and mechanical engineering required to operate, maintain, sustain, restore and modernize facilities.
* Demonstrated experience in facilities maintenance operations, design and construction, and project management.
* Demonstrated experience in developing plans, designs, specifications, cost estimates, and schedules for facilities repair, construction and renovation projects in support of long term facility-related sustainment programs commonly referred to in the federal sector as Facilities, Sustainment, Restoration and Modernization (FSRM).
* Demonstrated experience applying local and national building, structural design, life safety/fire, electrical, and plumbing codes.
* Demonstrated ability to accomplish assigned tasks with minimal supervision under pressure with time constraints.
Highly Desired Qualifications
QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
* Master's degree or higher in Computer Science, Information Technology, Management Information Systems.
* Demonstrated experience of MBSE, processes, tools and languages.
* Demonstrated experience architecting complex Geospatial Intelligence systems.
* Possess strong verbal and written communication and presentation skills, in addition to organizational skills.
* Certified Enterprise Architect.
EDUCATION REQUIREMENT: A. Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of Engineering with at least one program accredited by ABET; or (2) include Differential and Integral Calculus and courses (more advanced than first-year Physics and Chemistry) in five of the following seven areas of Engineering Science or Physics: (a) Statics, Dynamics; (b) Strength of Materials (stress-strain relationships); (c) Fluid Mechanics, Hydraulics; (d) Thermodynamics; (e) Electrical Fields and Circuits; (f) Nature and Properties of Materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental Engineering Science or Physics, such as Optics, Heat Transfer, Soil Mechanics, or Electronics. -OR- B. Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related Curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experienc

In addition to the mandatory qualifications, experience in the following is desired:
* Successful completion of the Fundamentals of Engineering Exam and designation as an Engineer-in-Training or actual Professional Engineer license.
* DAWIA certification in Facilities Engineering or certification as a Project Management Professional (PMP).
* Demonstrated experience applying Unified Facilities Criteria (UFC).
* Demonstrated ability to effectively communicate verbally and in writing complex facility engineering-related matters in plain language to leadership, customers and mission partners.
Additional Job Requirements
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements.
